On the question of expenses generally, we

reiterate the hope that the Government will seriously

reconsider charging the Shipping Companies with the full

cost of Military Guards, or alternatively of reducing

the strength of Guards supplied. In the latter

connection we have apparently no say in the matter,

but in our opinion one officer and 13 other ranks is

excessive for steamers employed between Hong Kong and

Singapore.
